buzzen chat tards

mmkay, we were over in buzzen in the espresso bar tonight where we see this "chatter" will all the time. now will is one of those pathetic, attention at all costs, types that usually uses the big giant black font naturally in all caps and his "comments" takes up two whole lines of text which can and does for other chatters result in browser stops. why is this allowed?
