spammer ordered to pay 11.2 billion to isp

ya know if this rather small isp can go after a spammer and win a massive judgement against him then why cant microsoft do the same thing against their chatroom pornobot spammers? afterall msn is supposed to have everyones credit card information which in turn gives them the means to track down these types of abuse issues dont they? or do they? is msn's chatline still accessible anonymously? something is wrong with this picture. kudos to cis.net.

LOW MOORE, Iowa– Midwest Internet service provider (ISP) CIS Internet Services was awarded an $11.2 billion judgment against James McCalla of Florida for sending millions of unsolicited SPAM messages advertising mortgage and debt consolidation services. The lawsuit was filed by CIS in 2003 and the judgment was issued by US District Judge Charles R. Wolle on December 23. In addition to the financial penalties, McCalla is barred from accessing the Internet for three years. The lawsuit asserted that McCalla sent more than 280 million illegal e-mails through CIS’s network in eastern Iowa and western Illinois. More than $1 billion in related judgments were issued in 2004 against TEI Marketing Group and Cash Link Systems, both of Florida, and AMP Dollar Savings of Arizona. The defendants used a falsified cis.net domain address in the e-mails to disguise their source. This caused CIS to be overwhelmed with complaints, prompting the company to seek the $10 per e-mail allowed under Iowa law.
